In chapter 698 what did Sasuke mean by that? So basically can you explain what the strength is that Naruto had over Sasuke.

Yep. This is it. Power wise they were always equal, with one getting a step ahead once in a while, pushing eachother boundaries further.....Whole series in a nutshell; I mean it's probably the same today with the fact thay their rivalry is now more friendly than it ever was.

It's quite clear that in the genin days naruto was no where near sasukes level; so he's not talking about walking in front power wise.
