The OP clearly doesn't understand the limitaitons of deidara's powers. Deidara canonically fights grounded opponents at the distance he fought hebi sasuke. Any further and he has no shot of landing anything on them, even his guided attacks. Next, the only reason deidara could even land direct, guided C2 missiles on Sasuke was because sasuke was trapped by landmines, he's not hitting speedsters who don't have their mobility impaired with his guided attacks. only took out one of sasuke's wings, and sasuke that exploded right in his face. We see against smaller C2s that sasuke in base

So deidara can't even land direct hits on base sasuke with guided C2, and even when he lands direct hits with his biggest C2 it only takes off one of sasuke's CS2 wings.
C3 is even worse, it's not guided like C2 it's merely dropped. Deidara isn't using that attack unless he's a kilometer above ground since he'd get caught in the explosion as well.
So now that that has been cleare up, lets evaluate the matches:
Raikages:
Ei and Sandaime murder unless deidara just flies away. C4 is useless due to their RnY, the rest of the attacks are never hitting them with enough force to even damage them due to their speed and durability. They'd get far away from C3 before it goes off, C2 never hits them nor does it do anything to them due to their durability. Darui could win this as well, for the same reasons above, although C4 has a good chance of killing him if deidara can even pull it off in spite of darui's ranged raiton and speed.
Trollkage wins, jouki boy is way faster than gaara's sand despite being in a desert, it blows up on deidara eventually. C4 isn't taking out someone with suigetsu's body. Mei probably loses.
Oonoki and muu win, they are both just as fast as deidara, yet their attacks are much harder to avoid and are much stronger.
Tsunade is not getting defeated by anything but C4, her speed and regen allows her to dodge and withstand any of his lesser nukes. Katsuyu protects her from C0. Minato and Tobirama blitz deidara with their shunshins or hiraishin + clones. Tobirama doesn't even have to get off the ground, he can slice deidara up with his water laser considering the distance in which deidara fights. Gamabunta isn't getting taken out by an attack that only blew off one of Sasuke's wings, it jumps up and slaps deidara back to the ground or blasts him out of the air with water bullets.
