First of all, in part1 Itachi rated Kakashi to be on a similar level as Kisame. I don't have the viz scan(if anyone has it, it would be fine), but here is the translated script that you can find in the viz translation section and this is what he says to Kisame

And we talk about a Kakashi who was out of shape in part1. So by denying Kakashi's power-level, you're basically denying Kisame's as well

This is further confirmed when Tsunade despite knowing Kakashi actually fought Itachi(the murderer of entire Uchiha clan), plus another S-Rank shinobi was surprised he actually lost [

Besides, in shippuden at some point Tsunade herself even admitted Kakashi was better for the post(with Jiraya approving)

Kamui was not well-known at that point and even til now, not everyone know that jutsu, so it kinda shows that base Kakashi is actually a Hokage level candidate

Only reason Tsunade was even Hokage is because age is a great critera in the Hokage post. We've seen the council member hesitating to give him the post simply because he was too young

In latest chapters of this manga we've even the difference in intelligence, reaction speed and usage of ninja tools between Kakashi and Sakura(who is considered to be Tsunade's level by some) in a short amount of time saving her, himself and Obito

Yeah, this. Just saying, 3T Kakashi could fend off Hidan and Kakuzu, fight multiple Sharingan and Rinnegan enhanced V2 jinchuriki at the same level of Gated Gai (not 7th or 8th Gate) better than KCM Naruto and Bee could, outperform Obito and so on. He has speed, reactions, taijutsu, ninjutsu, smartness, chakra control/handseals on top notch level, and very good feats in strength, toughness and chakra stamina. Without Sharingan and Mangekyo Sharingan he wouldn't be so haxxed to the point to easily one shot people with Kamui or Sharingan + Raikiri/Raiden (not even going in DMS Kakashi + Rikudo chakra, that could be seen as nearly the strongest character in the manga, for crying out loud) but he can fight most of S-ranked people, in a different way, obviously, relying more on his intellect and versatility to trick and outperform them.

Just as he is now without Sharingan he is still stronger than a lot of Akatsuki members, S-ranked shinobi or kage, and if he trains to get used at not having the Sharingan/Mangekyo anymore, he can only become stronger. In the Naruto movie is also said that "The man who used to be renowned as "Kakashi of the Sharingan". He may have lost this great power now, but he was trusted to protect and lead the village anyway.". So he is still ****ing strong without Sharingan, yeah.
