Sorry I am currently gathering all the information from the anime regarding this sittuation
Actually it does. When someone kills to stop a war, they will say "to prevent a war". When someone kills to stop others from getting power, which would mean they will have no chance of getting power in the future.. they will say "whether or not a war happens".
