An individual Warlord can be weaker than in an individual Yonko, or the entire Marine force, yes. But when put together, they are equal. Look at Mihawk, he alone is Yonko level but also a Warlord, that alone should show you're being close-minded towards the title of Warlord.

Manga disagrees. Both the Warlords and Yonko are chosen by the World Government in order to maintain the balance between the three. The four Yonko, without their crew, by themselves, are equal to the 7 Warlords, who are equal to the Marine force. Which isnt even that hard to believe, rookies Luffy, Law and Kidd who were below the Shichibukai minus Crocodile were trashing Marine platoons with little difficulty, it's not really THAT difficult to fathom that the Warlords and Yonko could do the same. The Marine force rises up into the thousands...thousands of fodder. The only notables are the Admirals, Fleet Admirals and some of the VAs really.

Shichibukai win because the manga says that the Shichibukai are equal to those plus the Marine force, so they'd be superior to them without the Marine force.

Not even the combination of individual hypes+Feats of WLs would put them on par with FA+ Admirals let alone whole marine forces.

Zoro was equal to Luffy at the beginning that doesn't mean that he's still equal to Luffy. It is not like Odas mind would never change with time.
