Where's the 3rd Raikage? He should be just under Bee's level. And Itachi beneath all these people? What kind of joke is this? He's justifiably at 12, and the rest move one down (B included). Under Danzo when MS Sasuke beat him and caught him in genjutsu.. Laughable. Kisame even admitted inferiority, yet he's far higher up. Gai, Mu, Tobirama, Kisame, 2nd Mizukage and Bee would also lose to him, and the most questionable one would be Minato, who would still lose assuming he doesn't have fan-fic adept SM or Kyuubi chakra. I can agree on the rest though, although Hiashi could possibly be on that list as well given he implicatively gets all of Neji's feats as well.

Kisame wins as a bad match-up. 2nd Mizukage loses since he can't damage the 3rd Raikage. At the very least he gets a place on this list, but no place at all? Must be some kind of joke.

Itachi is basically a superior MS Sasuke. 7th Gate Gai stands no chance at all. Amateratsu ends him, or Yata repels his attacks, v4 tanks all his attacks. Muu loses since Yata counters his Jinton. Sharingan can perceive him and end him with Amateratsu/Tsukiyomi. Tobirama loses, his edo is sealed as well. Minato loses as well, he can't counter Itachi's crow genjutsu similarly to Tobirama. Kisame is one shotted via Tsukiyomi. 2nd Mizukage is countered via Susano swinging an enlarged Tostuka round and round till his claim is split in hald. Bee loses to Tsukiyomi, Totsuka.

u r forgettin one thing

Minato is super fast and has ma and pa as summons he also has sage mode which can make him super fast without FTG and he can hurt the 3rd raikage via his own attack or sound genjutsu.

Minato is basically faser than 3rd raikage. in respect to tobirama who can also use FTG he can use the paper bomb technique.

Itachi isn't above any of ones you mentioned.

Imo Kisame with intel and Samehada can beat 7th gate Gai and even if he for some reasons couldn't, it doesn't make Gai go up past Kisame in the tier list.

The only one 3rd Raikage can beat out of my top20 is Gai, but it's not enough to get a spot in it. Jiraya actually was on the list but was moved to position 21 due to me forgetting to put Muu on it in the first place.
