In base, Sakura has shown feats to at least put up a good fight. He wont be easily dodging her in base. And she already canonically tricked him. She could easily do it again.

Parts surround him and acid from all sides. Lee has to go through 50 Katsuyu parts that are much bigger than him at least.

He does not have crazy stamina and chakra.

But the point is Sakura can do the same things Lee can do, but Lee can't do the same things Sakura can.
Sakura's speed is just lower, and her taijutsu technique also. Other than that she is better than Lee in everything Lee can do.
You really can't see what I mean? Sakura has more to give, she is suitable to more dire situations than Lee. She has more to offer!
It's so simple.

But that's not how it happened in manga. Other kages did not outperform someone who is good at one thing just because "they have more to offer". For examples other than Gai Deidara can only make bombs. A can only use speed an raiton. All Gaara has is his sand. They are all basicly good at one thing but with what they do they canonically contended with ninja "who had more to offer".
