Huh? It's 3-0-1. How the hell did Naruto win on the rooftop when a regular Rasengan always stalemates a regular Chidori? What Kakashi said doesn't mean jack, Jiraiya later said that Chidori is also lethal. The third Sasuke win is in early Shippuden, when he clearly stomped all of Team 7, and Orochimaru indirectly saved them from getting nuked by Kirin.

Anyway, yeah, they are even now. Throughout the manga they were not, though. Part 1 Sasuke was stronger, Naruto caught up, but not enough, Hebi Sasuke was way ahead of Naruto, then Naruto evened him out, Sasuke caught up, Naruto again surpassed him by alot (BSM), Sasuke then closed the gap, and now they're pretty much even. This has been the point of their entire rivalry. Kishi also said it in an interview that whenever Naruto develops Sasuke is in the back of his mind, and vice-versa.
