Indras Arrow is a concentration of lightning made with the usage of chakra from all the 9 Bijuu.It was strong enough to be equal to a gigantic Tailed beast Rasen-Shuriken and a normal one. There is no way, Kirin is stronger than that.

No, you can react. Itachi may have the quickest Susano'o activation time in this manga. If you look at the panels, Itachi does not have it activated as Sasuke is bragging about Kirin. He activates it just before it hits him.

No, Kirin isn't his strongest attack. If Sasuke says it's the Indra Arrow, then it's the Indra Arrow.

The best feat Kirin had against an opponent was taking down a partial rib cage Susano'o. We don't even know if it could get through Itachi's (or any other Uchiha's for that matter) complete Susano'o.

It is unknown what level of susanoo Itachi used ot tank Kirin.. However he tanked it due to Sasuke talking for 5mins before actually using it. He basically gave him time.

Also TBB and FRS are much slower than Kirin (Based on feats) Indra arrow was the same speed as TBB/FRS so it is much much much slower.. nothing in this series moves at .0001

What would Krin do? Susanoo tanked that, BM Naruto tanked stronger attacks than that such as the Juubi's Tbb laser and he even powered up the defense for the whole alliance so they can all tank the Juubi's Storm attack. Kirin can be fast but Naruto is tanking that plus Naruto's senses and better physical speed would help him dodge it if he wants too since Sasuke still have to form it and send it down. Naruto can make clones that spread out, Kirin is a one time jutsu so Naruto have different ways to handle Kirin.

Also since it's not made of chakra, Sasuke can't increase its power in any way since he only controls the Lightning that is in the sky. Kakashi was able to cut lightning according to Gai so don't see Naruto not being able to handle it.
