Seems the most likely to me currently. The villain is probably just a vanguard to scout what Kaguya did achieve in the Elemental Nations. After he learns about chakra he kidnaps Hanabi because she has the Byakugan and they would be able to integrate chakra into their race through her.

I doubt it, if he is the new villain then he should be able to challenge Naruto, Sasuke and the rest of their friends in battle. This means he either has a very large and powerful army, or he has very much power himself. (Or both.) If this is the case, then I doubt he'll need power that much.

Another thing that this also confirms is that Sasuke doesn't return to any village! I say this because his clothes are ragged and used, meaning he is most likely wandering from place to place. I say it's evidence that he does return to a village. That exposed bit under his cape sure looks like a flak jacket.

Hey have you noticed Naruto's eye? (chibi) kinda reminds me of the Uzumaki clan's symbol..
which also brings me to the Swirly pattern of the Eldest Son of the Sage when they were first introduced in the manga.

That's just a design the toymaker puts on some of their chibis. It's not unique to their Naruto figures. Their Attack on Titan chibis have them too.
