Well a long time ago when the great nations weren't born yet there was a group of gifted shinobi. They had incredible talent in water jutsu's and they made it very hard or enemies to attack them due to their strategies and such. They were called the Gyojin clan and they had a deep connection with things underwater, and with deep studies they started to figure out how to breathe underwater which you can only classify by them being half fishman and human.
The gyojins have a rare ability which allow them to be two times stronger and 1.5 times faster than a regular human being. They also breathe underwater which was explained above. They are resistant to low damage water techniques and as they progress they can start to use water up to a certain extent without the need of any hand seals.
The Gyojins were founded by a acknowledgable person who went by the name of Izuna and was the one who started it all.
The Gyojins were located on Gyojin Island (I honestly have no Idea about this one.)

There are 6 Ranks in the clan: Gyojin, Ryujin, Mizuchi, Suijin, Mazo and Poseidon.
Gyojins are the members of the clan.
Ryujins are Above leveled Gyojin
Mizuchis are those who can learn Sonar Ability
Suijins are those who can learn low leveled Gyojin Karate
Mazus are those who could learn High leveled Gyojin Karate
Poseidon is the clan head.
Gyojin Karate ia the clan's special fighting style.

edit: Oh my bad, you thought the shock waves was electricity? In some cases it could be, but in this case it isn't, I'll try to help you out even though im not a teacher lol. A shock wave is a type of propagating disturbance. Like an ordinary wave, it carries energy and can propagate through a medium (solid, liquid, gas or plasma). Which is what we are doing here in this training session. And its most likely you can do it with your foot, but I'm not sure if there's techniques for that, check in our Gyojin clan group to see. Also, I don't think it needs to be on a water source. The technique description itself would say so if need be.

This technique seems pretty useful. Its almost the exact alike in terms of what it does to world shaking. This technique basically gets the opponent off guard by the shock waves. How? Using the water molecules throughout the air and you just channel your suiton chakra in one of your hands and do a simple chop which then the water molecules do the work and send a shock wave at the opponent, which causes them to shift off balance. Though, it looks like this technique has some minor drawbacks. It can make you easily vulnerable by your body being exposed at different areas, like most techniques, though. I do have some questions too! When delivering the chop can it be anywhere? Like does it have to touch something? I just want to clarify this because in OP it doesn't and since this is the same exact thing that Jinbei has, I'm wondering if its completely related to what he used.
