The word neatly and on par is a comparison to make to Hagoromo who split the Chakra, to Sasuke who's fusing them together. Probably means Sasuke is as skilled as Hagoromo in Chakra use.

This does make a difference. Primarily because at the moment, most Sasuke fans are using the scanlations to say that Sasuke is on par with Hagoromo overall. When in actuality, this is not the case... Sasuke is just nearly as good as him when it comes to combing the bijuus' chakra. It doesn't mean more than that.
