The word neatly and on par is a comparison to make to Hagoromo who split the Chakra, to Sasuke who's fusing them together. Probably means Sasuke is as skilled as Hagoromo in Chakra use.

Don't Hagoromo's words (about controlling the tailed beasts) and Sasuke's handling of their chakra point to the same conclusion?

but he's saying that dispersing chakra, that doesn't mean that he's on the SAME LEVEL AS SO6P having SENJUTSU AND RINNEGAN. that's different.

TakL is always accurate with translations. I can't think of a time where he was once wrong.
This does make a difference. Primarily because at the moment, most Sasuke fans are using the scanlations to say that Sasuke is on par with Hagoromo overall. When in actuality, this is not the case... Sasuke is just nearly as good as him when it comes to combing the bijuus' chakra. It doesn't mean more than that.
