If its going by feats then Hago(debatable), Hamura and Kaguya (debatable) should be placed somewhere around tier 4-8.

If its hype then 1 should be kaguya 2 should be hago and 3 should be hamura.

Then madara then Nardo then sauce and so on and so forth

Maybe you will disagree with the actual ranking within a tier, but you cant deny the tier itself, which is constructed perfectly. Notice how every Tier has 2 shinobi who can be considered rivals or relatives. This was not done intentionally just something I noticed while making my own rankings.
