Top 8 tier that fits perfectly

Maybe you will disagree with the actual ranking within a tier, but you cant deny the tier itself, which is constructed perfectly. Notice how every Tier has 2 shinobi who can be considered rivals or relatives. This was not done intentionally just something I noticed while making my own rankings.

Hamura did fight vs Kaguya and its stated they sealed her. Thats a pretty impressive feat.

As far as Juubito goes both Kakashi and Gai could solo him in their strongest forms.

The only reason Gai was able to harm Madara was because Minato removed the godoudama.

Seriously? It's highly debatable whether Madara is even stronger than Hagoromo at all, and he probably isn't anyways.
But he's DEFINITELY not a tier above. Calling him that much stronger is wrong there's literally no debating it.

Besides that, the rest of the list looks alright although we can't be a hundred percent sure if Hamura belongs in that list.
In fact, he probably isn't since he never got the Juubi.
