The Marines is the WG's army, with other words the WG is a larger entity of which the Marines are just a part of. For example CP9 is another branch. That picture only shows marines that got trained by or fought with Z. Vegapunk is a scientist and it has never been stated nor implied that he might be a marine, hence he is not going to be on that.
