No dude. The ones who hold the seats are Executives. You think it's just a coincidence that:
1. Law said the Donquixote Pirates use codenames
2. Corazon is a fake name that means Heart, and is associated with the heart seat, as Pica means space, Diamante means diamond, and Trebol means clover? You think Doflamingo happened to be find people whose names translate into exactly what the seats are named after, except for one?
