Against Pain paths he went no-mercy. Nagato =/= Pain He found out the truth about Nagato after going berserk.
He destroyed all the paths until Deva got his powers and he run out of Sage mode.
Against Madara and Kaguya he didn't give a fuq about talking them down.
Kaguya was being overpowered by the non-holding back Naruto.​

That's the exact definition of holding back in a fight. Not going all out is holding back. You can't defeat an enemy or even hurt them if you only defend without countering.

Sasuke even stated that Naruto was not going all out.
