Eh... It makes sense depending how you look at it. The majority of people who say that aren't meaning that Naruto wanting to kill = his full power. From the fight that we are seeing now, Naruto is having a struggle of resolve again, and that's what holding him back. But you are right in saying that in most of Naruto's fight, he's never going for the kill but he still manages to use his full power.

Naruto is being held back but so is Sasuke. Sasuke is only holding back cause of Naruto holding back though. It's why he's encouraging Naruto to fight back, we never see Sasuke to start conversation like this with Naruto. He wants to fight Naruto at his best because defeating him when Naruto isn't fighting back will never give Sasuke the answer on who is stronger. That rivalry is coming out at this point for Sasuke while Naruto's resolve comes into question for Naruto himself.
