Usually when someone is on the defensive it means either two things;

1. The person defending himself has no opportunity or way to attack his opponent so all they are left with is running around and dodging

2. The one defending is not trying to beat the other opponent by fighting back and therefore is not giving it their all offensively

It's clear that neither of them are trying because neither of them are tired or injured. Naruto's facial expressions make it hard to take him seriously, whether he is seriously fighting or not, but it's clear that neither one have given it their all yet.

Naruto needs to go all out if he wants to pressure or beat Sasuke, which is not possible if he is just going to keep running away.

First of all. He is countering, returning the blow while parrying.
He isn't making any attempt at attacking to begin with. As I said even if he's attacking he is trying not to kill him.
Someone attempts to kill you, you try to just try to stop him. The aggressor has the advantage.

Going to list some cases how him being in no-mercy mode ends up.

Against Pain paths he went no-mercy. Nagato =/= Pain He found out the truth about Nagato after going berserk.
He destroyed all the paths until Deva got his powers and he run out of Sage mode.
Against Madara and Kaguya he didn't give a fuq about talking them down.
Kaguya was being overpowered by the non-holding back Naruto.​
