That's not how it works at all. The studio gives them a budget based on how much the anime makes, and they have that budget per episode. Once they've reached the budget, that's it, that's how much episode you're getting. Making scenes where people are standing and the only real movement is their lips top-notch is a giant waste of money that could be pooled into other special scenes. You know that scene recently where Kakashi and Obito are fighting in the dimension and people were saying how great it was? You can bet your ass that only happened because they didn't make every fight scene like that.
Not to mention that a fight scene happens rapidly, so by pooling a ton of money into them, they're using up money on scenes that have frames that go by quickly. They'd further be wasting money by making frames you're not even gonna fully see beautiful, and then scenes of dialogue and slower-paced fighting ugly as **** once the budget starts running low.
Pooling most of the money on just the fights will result in ugly scenes, which take most of the episodes most of the time anyways. If a majority of the anime is ugly, people stop watching. That means smaller revenue, smaller budget, even uglier anime, people stop watching, smaller revenue, smaller budget, anime gets uglier...eventually you just have an ugly anime with a small budget, and then you have the same frames being used five times per episode with the dialogue mismatching the lip movement like it's DBZ.
Or you have a much shorter anime, which can have the same result.
At the end of the day, it hurts the anime and the studio, and by extension, you, far more than it helps.
