Oro deserved better. Kishi ruined his character. The Pain arc would have been a great place to end the manga. All Kishi had to do was think of some way to tie Sasuke in and that would have been fine
Not just that, Kabuto wherebout, and the remaining akatsuki like Kisame, and maybe perhaps Tobi shouldn't even be existed to begin with when we know Kishi is going to pull off Obito BS.
Why couldn't orochimaru have used his knowledge and skillZ to anticipate the revival of kaguya, and then try to steal her body? It would have been frigging awesome!

Honestly, he could have. He could have just ended it there with Naruto finally receiving everyone's acknowledgement. Then, if he wants have a part 3 where the story is continued and Naruto is Hokage at that point, while Sasuke held off on his revenge because he wanted to get stronger whilst staying with Taka.
But if it ended during the Pein arc, you have to keep in mind that Orochimaru would never have been brought back. He was just brought back to be used as a plot device during the war arc. If Kishimoto ended Shippuden at the Pein arc, Orochimaru would never make an appearance. He'd probably be entirely forgotten by the author. xD

It wasn`t clear because why did Kishi pulling the string with wind blowing the mill when his whole scheme is referring to Sasuke, it was clear at first that he`s saving Gokage because we had specualted that he`s doing for Sasuke for the sake of maintaining the trust in order for him to make his move or either to use Gokage to get rid of the obito/Madara and infinite tsukoymi so that he could achieve his goals.
It's sad that Kishi's such a shitty mangaka that he can't even make prime characters anything other than plot devices.

I don't exactly get what you mean there. That dialogue with the "wind"-metaphor was where it was confirmed that he has no intentions of being the villain anymore, as he wants to see Sasuke's destiny unfold and see which path he wants to go.

At first Orochimaru stated a stopped windmill isn't worth watching is metaphorical for something he can't control and manipulate isn't worth being around. He failed to become Hokage, so Konoha is worthless to him, so he is going to destroy it. If the wind is symbolic for manipulation, then the destruction of Konoha can fit inside. After all, Orochimaru instigated this entire plan through manipulating the Chunin Exams, Sunagakure, and Otogakure. He wants to "make the windmill spin again", he wants to manipulate something.

Orochimaru never even said the word change when talking to Tsunade. Now He said he isn't the wind anymore, he isn't trying to manipulate(or this time around, a better word would be influence) Sasuke, other winds have blown in Sasuke's windmill They're making Sasuke's windmill spin now. Sasuke has taken time to build his resolve to commit what he believes will grant him the power to undo the evil of the world - cutting his bonds with Naruto before he intends to kill him:

Sasuke thinks that this final step will free him from the past. This is exactly what Orochimaru has been waiting for. Orochimaru’s plans for Sasuke never required the Cursed Seal… they just needed Sasuke to embrace the Darkness:

If Sasuke kills the Hokage then he will be fulfilling Orochimaru's goal of triggering Ninja War unlike any before it. Sasuke’s “revolution” is not the path to peace in the Ninja World, it is the potential dawning of its destruction. It is not a clean slate, it is the emptying of a vessel in anticipation of the arrival of the true Demon, the original Darkness.
