The true leader, Pain or Itachi?

Keeping obito aside, we know that the six pains+nagato is the leader of akatsuki, why did itachi work UNDER nagato?
Is Itachi weaker than pain? and also who was stronger at that point? itachi or pain? and who was the most suitable leader of akatsuki? Tobi?Itachi?Pain? and please fanboys are not allowed here!:stfu:

Itachi worked under Pain since Obito offered him a place in Akatsuki. Everybody in Akatsuki took orders from Pain which everybody but Zetsu, Konan and Itachi thought was the leader when in reality it was Pain taking orders from Obito.
