Sasuke is only 3 or 4 months older than naruto. He never failed the academy, he just started later than naruto did

Their are two notable cases of fast graduation.

Itachi and Kakashi.

The graduation exam probably works like the SAT, you take it whenever you feel ready.

Sure, it's recommended you take it after you take classes, but not mandatory.

Naruto probabably, disregarded the reccomendation of waiting to take it ( thinking he was ready ) and ended up failing.

Well you should either know one of two things. If Naruto was given extra chances at passing the graduation exam or if he started his prperation at the academy early.
