This is going to be sort of short and a little sporadic but I think you'll get the jist once you read it:
Here it is obvious that Rikudo is playing both sides right now, but I would suggest that he is doing a little more than merely suggesting. I think he may even be directing!
Here he gets Naruto to confront the fact that Sasuke and him are mortal enemies.
Here he feints a sort of ignorance in order to provoke Naruto into defending his views.
Here we have him asking a question, but based on how Naruto was lead throughout the questioning his answer should only be all too clear at this point. So the Rikudo has re-instilled Naruto will to do what needs to be done to defend his views.
And lastly:
After Naruto gives his answer the Rikudo gives a sort of glare.
Lastly we see the Rikudo asking both Naruto and Sasuke whether or not that is their answer. Seeing that Naruto was lead to his answer one can only assume that Sasuke was lead to his. Now I am not saying the Rikudo directly placed these views in their heads that would be absurd. Rather I think the Rikudo em-bolstered their resolve in their views while at the same time getting each of them to see the other as a mortal enemy that cannot be reasoned with.
How weird of the Rikudo to spawn a clan of people perfect for containing tailed beasts? ""
How weird of him to pass down eyes that gets stronger as you kill people close to you? "My Hokage must be able to cut all relations to be complete"
He is playing chess while everyone else is playing checkers.

"Sitting on the fence" is a common idiom used in English to describe one's neutrality or hesitance to choose between two sides in an argument or a competition, or inability to decide due to lack of courage.[1] This is done either in order to remain on good terms with both sides, or due to apathy to the situation and not wanting to choose a position with which one doesn't actually agree.
First off lets look at this scan:
Most importantly look at "My Hokage needs to be able to cut all relationships to be complete", at first glance you assume Sasuke is the one saying this. Sasuke was just talking and the context of his previous statements have been about him becoming a new kind of Hokage. So its easy to assume this is Sasuke merely continuing his diatribe.
But what is important here is 2 things:
1) Shift in perspective.
2) Shift in flow
First off the camera angle shifts, before we are given a close up of Sasuke as he speaks, but when these words are said the camera angle shifts to the Rikudo. Which would imply that he is now talking.
Secondly right after this we see the Rikudo address Naruto, but did he just ignore Sasuke?

But... Why?
The how is always simple, the Why is a completely different story. So what is the Rikudo's motives for wanting Naruto and Sasuke to fight? First off lets get one thing clear.
Take a look at this picture, most importantly take a look at the hand signs that the Rikudo is making. Do you know what they mean? Follow this link to find out:
They are listed as signs #5 and #6 (Yes I think the Rikudo has big connection to Budha but thats a theory thread for another time.)
The left hand sign represents: Expelling Negativity/Evil
The right hand sign represents: Compassion/Sincerity/Wish Granting
Naruto is Compasionate, Sincere and his drive to save Sasuke can only be described as Wishful thinking, yet the Mudra for Expelling Evil is on his side. While Sasuke on the other hand has spent his entire life vanquishing evil whether it be the brother who killed his family, the Hokage the made him do it or the government/system that empowered said hokage. One could think that these are mixed up.
But above the Rikudo is the Yin/Yang symbol, which represents balance. Refers to the balance of two things, but for balance to happen you must first have a mixture. How can light and dark balance if they never met? How can there be hot and cold create warmth if they never mix? Perhaps that was his mistake?
Perhaps the problem wasnt the fact that he chose Ashura, perhaps the problem is the fact that he Chose!. He made a point to say "If that is the natural flow of things" Lets emphasis 2 things here.
1) Natural Flow of Things: But we cannot know, he ruined the natural flow by intervening and making a choice. Perhaps he is trying to recreate the scenario between Indra and Ashura in order to allow the natural order to take over and finally decide what the true outcome should be?
2) The above is later emphasis by the "If", which means that even know he still does not know whether it is the natural flow of things or not. How can he find out? Simple. Let things flow natural, but first he must recreate the scenario.

Conclusion
An important thing to understand here is that the Rikudo isnt evil he merely see's a bigger picture. I believe in the end he was weary of his decision of choosing Ashura. And believed that it could possibly be a mistake. And so he made it possible to change that decision if the time ever came... You dont think so? Then let me ask you one question.
Why did the Rikudo transmigrate in the first place? Watching over his descendants for no real reason?
