Iruka is stronger than we think...

I know all of you are going to say Iruka was established as a wimp since episode one. But, Naruto didn't surpass Iruka by episode one, the only reason Mizuki got scared at all of Naruto's shadow clones is he probably assumed Naruto's shadow clones were really strong. The shadow clone jutsu is a jounin level technique so every time Mizuki saw a shadow clone, it was from a jounin level ninja, even one jounin level shadow clone can take on most chunin/genin.

Understandably he overestimated Naruto's shadow clones. Just because Naruto defeated Mizuki through scare tactics while Iruka couldn't doesn't mean Naruto is more powerful than Iruka. On top of that Iruka is head instructor at the academy, so he's easily special jounin level. He's at least a master of all basic ninjutsu, has knowledge of barrier jutsu, and has some aptitude for genjutsu.

Iruka never fought besides in the anime against Mizuki so we will never know. He almost captured Naruto with a barrier jutsu in the manga
