It would be a hard fight. Tashigi knows haki, but isn't great at it by any means. Sanji with Diable Jambe could just pull it off. Could go either way. I'd go with Sanji since Tashigi is still a captain, same rank as Morgan, and early Smoker (although being a logia made him much stronger in the those seas).
