"Rikudou" Sasuke got no upgrade from base Sasuke in terms of run speed. Sasuke has always been fast, though. He'd be the exact same speed with his Sharingan turned off; it's his reaction time that would suffer.

Naruto, on the other hand, does get faster when he uses his "modes"... that's because his powers augment his "bodily" strength, while Sasuke's powers are more psychic and relate to perception / Jutsu.

And this is all obvious, so I don't know why I wasted time typing it (with swipe, on my damn phone).

There is no Rikudo Sasuke. That would mean he is in sage mode. Yes he has sage chakra in him but that gave him his rinnegan. He's still sasuke. Doesnt have any modes. Not since his cursed seal.

Naruto and Sasuke are almost equal in speed. Both have incredible speed feats. Narutos are by far more impressive. Deflected 5 tailed beast balls with just speed

Saved Sakura from Sasuke while in "base form". Disarmed two sword users in "base form". Kept up with Deva path pein for a while in "base form". Then he has his augmentations as well.
