Hahaha well, Luffy can't always be strong. Despite that i hate seeing him struggles too much with Doffy (Luffy's my personal fav! so do excuse me for being a little biased on my previous sentence U_U ), this is understandable. It's either plotwise (to give a bit of space to allow flashback between Law & Doffy pirates) or it shows the gap of both Luffy and Doffy have in regards to their power level/battle techniques.

OT: l0l0l Doffy has been in the NW longer he has. This isn't a series like Naruto where the main character can take out characters that have much more experience than him with ease.

Zoro definitely can do better against Doflamingo than Luffy did so far(a combo swapping-1080pound cannon for example would have left Doflamingo in a critical state in my opinion), but not because he is stronger but because he concentrates more in fights than him. Zoro already mentioned the fact Luffy loses concentration too much in battles, 2 times already(in punk hazard and in dressrosa). Because of this, he can't fight at full power from the get go. Luffy is the type of guy who needs to be boosted by something to operate at his real level

This is something I've been wondering, Zoro and Luffy's techniques, do they have a universal strength that's there every time they use it? Like, in the end, Luffy's and Zoro's attacks are merely swings/strokes with swords and punches and kicks. Couldn't Luffy deliver a Red Hawk that is stronger than the one he used against Doflamingo just by putting more effort into his punch, or is Red Hawk gonna be the same strength every time he uses it? If it's the latter, then the same could probably be said for Zoro's 1080 Pound Cannon, at which point we have to consider what's really stronger, Red Hawk or 1080? If they have one set strength for each technique, how do we know which one is higher?

Doffy is just too strong, some people just underrated him whenever luffy landed Red Hawk.

We should be aware by now, that Luffy's fights are of 2 types. The first one is when he just fights for the sake of fighting (He is not really motivated). And the second is when his friends or people he considers close are threatened. (Robin, Vivi, Ace etc.)

And there is a huge gap is luffy's strength in both types. So far its been a 1st category duel. But I suggest you hold on tight, because the moment Law's life will be threatened or some other news comes floating in, It is going to turn into a 2nd category battle.
