he never perfected it, thats true, learning sage mode takes heavy chakra levels, but after you learn it you need to maintain it, with ying yang. Jiraiya had problems with that. His chakra levels where insane.

To learn SM you need insane levels of chakra NOT to use it, it's a ying yang thing. Jiraiya never manages to balance it, has NOTHING to do with chakra.
