Black Zetsu. Undeniably weak. Nothing compared to Orochimaru, Pain, Obito, and Madara.
Yet he was the only one at the top. Orochimaru never reached his ultimate goal, and the other three were pawns in Black Zetsu's game. And finally, after 1000 years, after all his lies, his grand plan came to fruition and Kaguya was revived.

The Major, from Hellsing Ultimate. In my eyes, a perfect villain. Bloodthirsty, maniacal, The Major is the leader of Millennium, a group of one thousand vampirized Waffen SS veterans. Nazis. His goal, to obliterate London in a magnificent war.

The Joker and Lex Luthor. Quite possibly the most infamous of villains, could be snapped like twigs by Batman and Superman. But, it's their intelligence, cunning, and exploitation of their adversaries' morals that let them see another day. Usually.

A villain doesn't need power to be incredible, and it's always great to see those types of characters.​

I actually kind of always liked black zetsu and Kaguya
I thought madara and obito were just going to control the juubi and that the juubi wasn't going to do anything about it
Come to find out before Kaguya got sealed she made black zetsu to revive her
Madara formed akatsuki thinking he will use the juubi but the whole time he,in a way,was being used by the juubi

If you don't see how the guy responsible for Infinite Tsukuyomi and resurrecting his demonic creator to destroy the world is a villain then there is nothing I can do to convince you otherwise.
