I think you are taking Kaguya too seriously. Kaguya is not a villain, and she will not be the FV. The reason is that Rikudo said something interesting in the chapter - that is he does not know what happen to Kaguya and turn her bad.

This means something happen to Kaguya, or maybe as it is common in Naruto, someone started to control Kaguya in the shadows, or she got possessed by something evil. Thus, I believe Kaguya is simply a puppet and even if she come back, she will be a dead corpse just like Madara. What coming next is the thing that turn Kaguya back - this thing is the FV and I bet it is related to Orochimaru.
