Cells, are not 9 Different Entities who have massive amounts of chakra,talk,come up with Strategies for you,load up chakra for you etc.

Itachi's eyes, which is a part of itachi's chakra, are still in there. Hashi's cells, the only reason he has the rinnegan, are still in there. Juugo's body? Still there.

Last time I checked, madara and obito only implanted hashirama's cells once, yet they didn't run out of it further on.

Sasuke has acess to many of his powers because of these people above. So, he can acess that power in all fights, during the fights, just like naruto.

As for knowledge and support, after naruto's power up, what the bijuu exactly assist him with? Because they barely spoke. All naruto did was "I'm gonna use your power now" and the bijuu said "yeah, go".

Back when he was kurama's jin, it was another story. But now? It wasn't represent, so you can state it like that.
