If Gai had hit Madara and Madara failed to block his attacks (which he didn't) then yes, it'd be a blitz. Except he reacted to Gai's subsequent attack, so it wasn't a blitz.

8th Gate Gai can't outright blitz Madara, so 7th Gate Gai isn't doing it either.
I know that he landed blows, but that wasn't a blitz.
You overestimate shinobi.
The reason it was a blitz, Madara remained in the same position prior to Gai approaching. He didn't block/defend against that strike and nothing indicates that he could. The "!" in fact illustrates that he couldn't.
1) Madara was in mid-swing as Gai blitz in front of him, Gai paused and went for a strike. As shown Here:

We see Madara again caught by surprise and instead of Gai striking instantly, Gai elevated/paused momentarily. This allowing Madara to swing out of frustration, which is the scan you posted

it's written all over his face. Also, Gai connected before Madara could "block" as the middle panels show Madara still bringing his arm down to intercept. Again, this fail attempt shows his frustration in the following scan.
2)He wasn't keeping up with Gai's movement, he was simply trying to predict his whereabouts. We've seen this several times in the manga, wher an opponent can't keep up with another's speed but analyze the situation.

Sasuke couldn't keep up with Ay, as stated, yet was scanning the room trying to flow his movements. In predicting his whereabouts he was able to counter, NOT because he was able to follow his movements.
3) as mentioned above, he did what Sasuke did against Ay.
