I think that Tobi is the real mizukage who is pulling the strings from behind.
Tobi looked very confident when he declared the 4th ninja world war. This maybe be because the ninja army of the land of water may betray the 4 nations and are really on his side.

The girl at the meeting was the 5th Mizukage, Yagura or whats his name, the 3 tails jinchuriki was the 4th Mizukage, so Madara was prolly 1st, 2nd or 3rd Mizukage, since Kisame recognized him, and wasn't surprised that he was alive, I'm going for 2nd or 3rd Mizukage.

didnt they somewhere say that under the 3rd they had a hard time? i think this was a hint that madara was the third. and i think that somewhere was hinted that he was maybe the man behind the 3-tailed.

I t would be cool though if he were controlling the Mizukage right now using the eternal sharingan and only a few strong people from the land of water knew it like Kisame and the 7 swordsmen except the small boy who is the bodyguard and is new to the swordsmen.

Yeah I tink that during the time he was in hinding...after he lost against the 1st hokage, he became mizukage, it was perfect for his plans to get into action.......I guess.

Yea i was confused there too, so i was guessing the 1st -3rd becuase the girl is the fifth and the fourth was the 3 tails jinchuuriki who mysteriously dissappered- Duh Duh DUN.

to tell the truth, it has to do sth with the 3 tails junchuuriki, so i think there is truth in every statement.
Although i think it wouldnt hurt if the editor did an extra episode, giving us some answers.
