He wants to kill them inside the genjutsu so they keep dreaming obviously. Regardless he's the one that has to free them so technically the kages lives are in sasukes hands

I never said all i said all that was in the room with him and the Raikage. Meaning Ay,Darui,Cee,Gaara,Temari,Kakuro,etc not the people in the upper room.
