They killed innocent lives trying to escape human control, the implication being that it began when Madara chose to control Kurama. And sure, the kages did negative things, so did Germany, Britain, America, and basically every country in existence, should we start declaring war? Also, the only lagers with something negative under their belt are the A, and Onki, we don't know if A was responsible for the Byakugan incident, and Onki didn't know the Akatsuki's true motivations.

I know it's Fuqd up for the Biju... but if they live people WILL hunt them down and WILL cause chaos.

it is sad but true. I understand its not the bijus fault but bloodshed will occur over their power... thousands have died because of their existence... he is not going to replicate that mistake he is going to kill 9 to save thousands and millions of innocent people in the future... its a horrible ransom but is necessary
