Yeah, clearly there isn't any world I can think about with more than one leader...anyway, the only way Sasuke can have his magical little world with only one leader and no contradictions (opposition) would be to create a totalitarian state and rule like a tyrant. The answer is that they will be used eventually for destructive purposes. the Biju are a HUGE liability to peace in the shinobi world.

Real peace, real freedom, how so? People aren't even allowed to oppose Sasuke, that's not freedom, that's control, his peace is just as much of a lie as Madara's, except Madara allowed people to be happy and think they had freedom.
