Sasuke had openly announced what he was going to do before he actually did it. Everyone was put on gaurd and Kurama even tried to attack before he did it.
He announced it when he had already snared the bijū in his genjutsu - which he set up when everyone had their guard down.
If he had already started the genjutsu then Kurama wouldn't have been able to move, just like he couldn't when it actaully caught him.
Of course Naruto fanboys will play down that feat Lol

Also in Madara case we should not forget that Kurama and Eight Tails had their Jins (and we know when a beast has a Jin is stronger, so they where more powerful than the ones Sasuke defeated) so Madara didn't just beat the 9 bijuu but also their too the 2 strongest Bijuus Jins!The big difference between Sasuke and Madara subduing the bijū is that the bijū had their guard down around Sasuke whilst Madara outright went at them and one-shotted them with a bijū b-tch slap jutsu.
Both are impressive, but context and circumstance should not be forgotten when comparing the two.
