how will they abuse that forgiveness? Naruto might have forgiven naruto, but that doesnʻt mean obito wasnʻt going to get prosecuted for his crimes had he survived the war.
And the reason Naruto ʻforgaveʻ Obito was because Obito truly changed. Obito proved this by sacrificing his life for naruto and the shinobi alliance, plus Naruto can sense negative emotions, and could see Obitoʻs heart. So if thatʻs what it takes in order to convince Naruto that someone has changed, then how can someone abuse his forgiveness?
Forgiveness and praise are two very different things. It's not about the forgiving part. I pretty much got over that mediocre incompetent trash. It's about his ability to call someone awesome even after they permanently damaged your life and everyone else's all because he shared the same dream as you.
The idea of forgiveness in this manga is utter shit but the approval and praise worthy acknowledgment of someone evil is even more shit.

And no, narutoʻs model would still apply to real life since Naruto forgiving =/= you are exempt from your punishment. Obito was still going to have to pay for his crimes normally had he survived the war.
Finally, since youʻve implicitly admitted that this would work in the naruto world by saying that this wouldnʻt work in the real world, then I guess you would want naruto as hokage.

Like I said above, Naruto didn't accept the Obito that hid behind a mask. He doesn't acknowledge the one who lost his way. If you paid attention to Naruto's character during this war arc, you would understand that Naruto didn't just fight with Obito. Obito tried to break Naruto's resolve, while Naruto tried to break Obito's mask and make him accept his true self. During the Pain arc, Naruto learned that it's the cycle of hatred that made Pain turn to the wrong path and Obito was in a similar situation. That's why he tried to change Obito, because he wants to break the curse of hatred and that's why he didn't accept the Obito that took a wrong turn.
