Itachi did say it but the eye was in a crow. We've never seen it be used by an Uchiha.

How would someone get famous for the strongest genjutsu using it once, twice at the most?

Maybe it did have a cool down time for Shisui but not 10 years.

It's pretty obvious that Koto Amatsukami didn't have a 10 year cooldown for Shisui because it was a feared technique, and if it did have a 10 year cooldown, then that means he could have only used it once in his life. :I

It's pretty obvious imo that Shisui was an exception. You don't get that feared by having a tech you used only once, when people can't even tell that it's been used. Senju DNA and Uchiha are probably exceptions.

shisui can use it more often then once every ten years . becasuse he had both eyes which speeds up the whole prcess
