shisui can use it more often then once every ten years . becasuse he had both eyes which speeds up the whole prcess

So a Genjutsu that is able to control your enemy without them ever knowing they were in a Genjutsu would be famous if it was only used once? That makes absolutely no sense.

whether it makes since or not, that's what seemed to have been put out there seeing as though there is nothing suggesting Shisui had used it before he gave Itachi that eye.

I think Shisui could probably use it more often than that.

It's impossible to be able to use it only once a decade. It would be almost useless given te fact that maybe an event that requires it to be used would not occur. On the other side if you desperately needed it and couldn't use it, again it would prove useless.
