Why Itachi > Jiraiya

It's been implied that oro is stronger than jiraiya (jiraiya couldn't bring him back to the village which means he probably lost the fight) or at the very least on the same level. Itachi bended over oro and had his way with him, and he'd do the same to jiraiya before he even has a chance to summon ma or pa, even if he does tsukuyomi still gives him the back hand. He doesn't even have techniques that could hurt yata mirror let alone the entire susanoo.

Inb4 Itachi saying he's not stronger than Jiraiya. Here's the thing, Itachi didn't want to fight, he knew kisame would want to stay and fight but he only wanted to warn danzo and be on his way. Also, Jiraiya was being hyped up because before we had no idea how he would rank among others, that was just hindsight. There was no need to hype Itachi because he was a temporary plot device at the time for Sasuke.

Jiraiya's only chance is with Sage Mode, and Itachi has more than enough skill to take Jiraiya down before that's an actuality.

Jiraiya fought 3 of the weakest with high difficulty, and with multiple toad summons. All 6 decimated him near effortlessly, and guess what, that's while he was in Sage Mode. Itachi ends the fight before Jiraiya can even go into Sage Mode.
