He trusted ashura back in the days where he still lived, but when he gave madara the rinnegan he gave indra a second chance showing him that he would use the rinnegan wise for a higher goal, but madara failed in his eyes and tried to become like kaguya, thats the reason why hagoromo trusted naruto and sasuke and told them to defeat madara, gave them powers.
