onoki vs hiruzen

I am curious, kabuto stated in part 1 of Naruto that hiruzen was the strongest kage of the 5 countries at the moment......but from what we've seen from the third tsuchikage in the war I have my doubts, I greatly doubt he gained a substantial amount of power in the 3 years that separate part 1 and 2. What are your thoughts? who would win.

onoki can fly and dodge all of them with easy, he was as fast as deidara in the sky he shouldn't have any problem dodging Hiruzen's attacks

It's hard to say without seeing more of Hiruzen's arsenal. By knowing he has all elements it opens his arsenal up tremendously, so I'm sure there are thousands of jutsu we haven't seen from him. According to cannon he can beat onoki. So far after seeing Hiruzen's arsenal I'm confident he can beat onoki, since hiruzen has more counters to onoki then onoki has for him.

The problem is that everyone assumes even at old age Hiruzen was still the strongest Kage.

Kabuto and Oro had no idea how much Hiruzen had weakened over the years, even Enma and Oro were laughing at how much weaker he was in that fight.

Prime Hiruzen was clearly the strongest of the 5, but that doesn't mean he didn't lose the title at some point.

I didn't know being faster than someone means you can automatically touch them. Onoki coming in close means certain death as Enma will break every bone in his body.
