Wave wins. He has a lot of experience fighting on locations like boats or seas in general considering he is from the Imperial Navy and has been fighting pirates and what not for a long time. He's faster, stronger and has faster striking speed than Bulat. Liver's trick of getting Bulat into the air and then hitting him with his attacks won't work on Wave because unlike Bulat, Wave can just use Grand Fall to overpower said attacks and has shown the ability to hover or fly or whatever it is. Nyau and Daidara are pretty much useless, lel.​

Liver is older than Bulat, has a higher rank in the military and has probably been through a shit ton of battles considering he is Esdeath's direct subordinate and all Esdeath does is constantly fight against large armies so I'm pretty sure that it's safe to say that when it comes to experience, it favoured Liver, not Bulat, in that battle.​
