It'll be very difficult but I'm going to choose kizaru, we haven't seen enough from fujitora and his meteors got destroyed by dd and law so kizaru should be able to IMO.
According to Oda he is.....although his transmission has a certain charge time. Also I m not referring to his combat speed which is lightspeed according to Oda, since its an outlier......but just his transmission in case he is showered with those meteors. U_U

Stop taking out facts out of nowhere.....for stopping light u need Black hole level of Gravity that will destroy fujitora along with OP universe. XD
He has a move that is portrayed as moving lightspeed or at least a fractions of that...

Also it's funny how people say that Gravity>Light Fujitora wins because of this. Then bring up Kizaru not being truly lightspeed but never mention the fact that we've never seen Fuji use gravity strong enough to effect light in a serious way. If Kizaru isn't lightspeed because we haven't seen him moving at lightspeed then Fuji's Gravity isn't>light until we see him using black hole level gravity U_U
Fuji's gravity hasn't even crush a body, If his gravity isn't strong enough to do that (Even though OP characters have strong bodies) then there's no way he can bend or disrupt kizaru's light in a serious way.
Kizaru has the speed advantage, Kizaru's swordplay is good enough to battle on par with Rogers Vice captain (though Rayleigh wasn't in his prime), as for fire power? Lol Yasakani no Magatama will destroy Fuji and his tiny meteors
Even if you take the light away, Kizaru's physical strength alone is freaking crazy. Kizaru kicks are strong enough to send Apoo through a large building and even strong enough to send someone as big as Urouge through 3 buildings. If Fuji doesn't block those kicks he's going to be in trouble. Kizaru probably has the strongest physical strength out of all the admirals TBH, I only see his physical strength second to garps U_U
Kizaru high-extreme diff, I see Issho around the same ballpark as the C3 admirals but I still think the ones who were able to each one of them hold their own against the WSM be more impressive then someone who is trolling Sabo.
