Basically, anyone who can use dotted borders, resize and crop a picture nice enough can get 20 thanks in their thread when it comes to Naruto no matter how shit the quality. When someone makes avatars from other anime's though (much better quality, style etc.), they barely get 5.

It's manipulating and cheating, I've seen it. Look at Kureo f.e: he had good avatars before, that got only 1-4 thanks, while after making Naruto ones he got 20.
