Really .... It has sea stone :| that's why he couldn't
He would do same thing he did to marine fodder when taking away the snails Zoro is not winning this one
Law's powers can affect Sea Stone.
Basically it would come down to what the series of events are. Since they have full intel with the OP's scenario, it'd go Zoro unsheathes his swords, and at that time, Law could create a Room the size he made when he cut Vergo. Zoro positions his swords to attack, Law uses Shambles, and sends the swords somewhere within that massive range. Zoro has no idea where his swords are, Law can take him out with his main arsenal gone.
The reason Law didn't teleport Smoker's Jitte was because by the time Smoker took it out, he had found a moment where Law was dealing with Tashigi, so he had a chance to engage him. Once engaged, Law couldn't find the right moment to warp it away because Smoker's constant strikes didn't give him a chance to concentrate on the Jitte, he had to focus on deflecting Smoker's attacks. Zoro has to engage Law before Law warps his swords to avoid it from happening, and if it's a one on one, that'd be difficult. If Zoro can find a way to engage Law like Smoker did, then it'd become a high diff fight.
You also have to take into consideration that Law probably didn't go all out then against Smoker because he likes to conserve his strength and might have been wanting to save energy to carry out his plan to destroy the SAD room, after all, there are tons of guards, Monet and Caesar, even Law would have trouble engaging all of them by himself. He didn't expect the Strawhats to all be there to lend him a hand.
