Those two are different in how they use their seals, as tsunade uses hers to check her age, whiles sakura uses hers fully. That was the reason why tsunade went into coma.

What! Sakura kage level, since when. All the kages including tsunade would stomp her hard. She may only be above them in chakra reserves.

Above kage level are guys like Hashirama, EMS Madara, EMS Sasuke, KCM/BM Naruto and beyhond... Sakura is not even 'impressive' by kage level standards, she's solid as a kage level shinobi, but doesn't stand out as stronger than many other.

Having said that, she's definitely stronger than Tsunade by now. More strenght, more chakra and she has certainly improved in other areas as well (but of course no one buys this until Kishi updates her stats).
